What helps in a first message
- The decision, programme or service that needs to work better, in a sentence or two.
- Who has to act differently for it to work: staff, applicants, clients, partners.
- What data or evidence already exists, even if it is incomplete.
- Any fixed constraint: a reporting deadline, a budget envelope or a procurement route.
